The Bylaws of Nassau County Rifle and Pistol Club, Inc.

ARTICLE I - Name

The name of this organization shall be Nassau County Rifle and Pistol Club. Hereinafter referred to as "NCRPC".

ARTICLE II - Object

The object of this organization shall be the encouragement of organized rifle and pistol shooting among citizens of the United States residing in our community, with a view toward a better knowledge on the part of such citizens of the safe handling and proper care of firearms, as well as improved marksmanship. It shall be our further object and purpose to forward the development of those characteristics of honesty, good fellowship, self-discipline, team play and self-reliance which are the essentials of good sportsmanship and the foundation of true patriotism.

ARTICLE III - Membership

Section 1 - Eligibility

(a) New Members

Any citizen of the United States 18 years of age or over; holding current membership in the National Rifle Association and New York Rifle and Pistol Association, may become a member of NCRPC following acknowledgment by the Executive Committee and after subscribing to the following pledge and payment of the annual dues.

"THE CLUB PLEDGE"

I certify that I am a citizen of good repute of the United States of America; that I am not a member of any organization or group having as its purpose or one of its purposes the overthrow by force and violence of the Government of the United States or any of its political subdivisions; that I have never been convicted of a crime of violence; and that, if admitted to membership, I will fulfill the obligations of good sportsmanship and good citizenship.

(b) Continuing Members

Membership is renewable each year by paying the annual dues prior to January 15th and continuing to meet the new member criteria in effect at the time of applying for membership.

(c) Guest

On nights determined by the board guest will be allowed.

Guest 12-17 must be immediate family and be accompanied by the adult member. Member must supervise guest (12-17) while active and will not be allowed to simultaneously engage in sport.

(d) Reinstatement of Membership

Any member who has a lapse in membership for any reason must conform with criteria for new membership.

 

 

Section 2 - Privileges and Responsibilities

(a) Privileges

Each member in good standing shall have the following privileges:

 Vote regarding NCRPC business

 Receive an NCRPC membership card

 Receive the NCRPC newsletter

 Serve in any NCRPC elected or appointed position if so qualified and selected

 Use of NCRPC ranges when a Range Master is present

 Serve as Range Master (if over 21 years of age and a member for one year) following Instruction as presented at the Annual Range Master Training Seminar as prepared and presented by the Chief Instructor.

 Compete in any club sponsored match

(b) Responsibilities

Each member shall have the responsibility to:

 Uphold the bylaws of the NCRPC

 Subscribe to the meaning of the NRA Pledge

 Pay dues as required by the NCRPC

 Abide by all range rules as established by NCRPC

ARTICLE IV - Dues

(a) The membership shall establish the annual NCRPC dues.

(b) Dues rate may be changed at any club meeting providing notification of a proposed change has been made to the membership at least 60 days prior to the meeting.

ARTICLE V - Meetings

Section 1 - Quorum

A quorum to transact business of the NCRPC shall consist of a majority of membership and include at least 2 members of the executive committee (one of which must be the President or Vice President),

Section 2 - Meetings

(a) Regular Meetings

NCRPC shall meet at least quarterly with an annual meeting during the month of January which shall include election of officers.

The members of NCRPC shall be informed of the date, time, and place of each meeting.

(b) Special Meetings

A special meeting of NCRPC may be held at any time upon the call of the President, or upon the call of the Executive Committee, or upon the request, in writing, stating the purpose of the proposed meeting, and signed by at least 10% of the members in good standing.

Members shall be notified about any special meeting at least seven (7) days prior to the meeting and the meeting shall be held within 30 days following the request for the meeting.

Section 3 - Meeting Times and Locations

The executive Committee shall determine the time, location, and agenda for all NCRPC meetings including special meetings.

ARTICLE VI - Executive Committee

Section 1 - Membership

The members of the executive committee of the NCRPC shall be the elected officers of NCRPC.

Section 2 - Focus and Function

The Executive Committee shall have general supervision and control of all the activities of the club. The executive committee may make agreements with other organizations and individuals to carry out objectives of NCRPC.

Section 3 - Meetings

Meetings of the Executive Committee shall be held in conjunction with regularly scheduled club meetings and may be called at any time by the president or any 2 members of the Executive Committee, and held following notification of all members of the executive committee.

Section 4 - Resignation

Resignation of any officer may be accepted by a majority vote of the remaining members of the Executive Committee.

Section 5 - Vacancies

The Vice President fills the vacancy of President; all other vacancies may be filled by majority vote of the remaining members of the executive committee. If multiple vacancies occur and it is not possible to assemble a quorum for the executive committee, a special meeting shall be called and new officers shall be elected to fill the vacancies until the date of the next annual meeting.

ARTICLE VII - Officers

Section 1 - Titles

The executive Committee shall determine the time, location, and agenda for all NCRPC meetings including special meetings.

The officers of NCRPC shall be: President; Vice President; and Secretary.

Section 2 - Qualifications

(a) All officers must be 21 years of age or older.

(b) Officers must have been members of NCRPC for at least one year prior to being elected.

 

 

Section 3 - Duties

(a) President

The President shall preside at all meetings of the club and of the Executive Committee. He may appoint individuals or committees for the purpose of facilitating club business as deemed necessary. He shall be an ex-officio member of any club committee and shall perform all such duties as usually pertain to his office.

(b) Vice President

The vice-president shall perform the duties of the President in his absence or at his request. He shall be responsible for overseeing the content and distribution of the NCRPC newsletter.

(c) Secretary

The Secretary shall conduct all official correspondence pertaining to the proper preparation and forwarding of all reports required of the club by the National Rifle Association and by the Civilian Marksmanship program. He shall keep minutes of all meetings of the Executive Committee and of the clubs regular and special meetings and have the custody of the books and papers of the club, except the Treasurer's books of account. All application for membership in the club shall be made to the Secretary. He shall be responsible for the collection of all fees and dues and shall remit the same to the Treasurer, taking his proper receipt therefor. He shall be responsible for re-affiliating the club annually with the National Rifle Association.

Section 4 - Elections

(a) Election of officers shall be held at the annual meeting each January.

(b) Nominations will be accepted from the floor at the annual meeting.

(c) When there are more than 2 candidates consenting to serve in the same office, the candidate receiving the highest number of votes by polling members present shall be declared the winner of the election.

(d) In the event of a tie, the election shall be determined by lot.

Section 5 - Terms

Elected officers of this club shall hold office for one year (beginning and ending at the close of the annual meeting in January of each year) or until their successors are elected.

ARTICLE VIII - Suspension or Expulsion

(a) Any officer may be removed by a two-thirds vote of the members in good standing present at any special meeting called for this purpose. The officer in question shall be notified, in writing, by the executive committee no less than 15 days prior to the special meeting regarding the action planned and the rationale for the action. The officer in question shall be allowed to speak on his own behalf prior to an open discussion by the membership and the vote for removal from office.

(b) Any member may be suspended or expelled from the club for any cause deemed sufficient by the Executive Committee by a two-thirds vote. Any member who is expelled or suspended may appeal by notifying the executive committee of his intent to speak on his own behalf at the next regularly scheduled NCRPC business meeting and requesting a vote of the membership present at that meeting to uphold or reverse the action of the Executive Committee.

(c) Cause for suspension or expulsion of any officer or member may be identified, in writing, by any member in good standing. Such cause shall be submitted to any member of the Executive Committee and will require timely review and action by the Executive Committee.

(d) Any official or member of NCRPC who has been suspended or expelled by the National Rifle Association of America shall automatically stand suspended or expelled from NCRPC immediately upon receipt of official notice by the Secretary of NCRPC from the Secretary of the National Rifle Association.

(e) The National Rifle Association shall be given a complete report whenever a member of the club is suspended or expelled, showing charges and action taken.

ARTICLE IX - Match Rules

Section 1 - Club Matches

Club matches must be approved by the Executive Committee and follow NCRPC policies for club matches and abide by all range rules.

Section 2 - Sanctioned matches

(a) During nationally sanctioned matches, rules of the sanctioning organization shall prevail.

(b) NRA Sanctioned Matches for rifle, revolver, or pistol competition will be governed by the rules and regulations laid down by the National Rifle Association of America and the Civilian Marksmanship Program.

ARTICLE X - Amendments

Any proposed amendments to these bylaws may be introduced by any member of the club at any regular or special meeting. Such proposed amendments must be submitted for approval to the executive board. After approved it must be acted upon by the club membership at a regular meeting or special meeting called for the purpose provided a copy of the approved amendments has been sent to each club member at least ten days previous to the meeting. A two-thirds vote of the members present is necessary to amend these bylaws.

 

NOTICE OF BY-LAW AMENDMENT

 

To the Members of Nassau County Rifle and Pistol Club

The Board held a meeting on Monday 6/17/19 to review the current state of the club. In presence was President Gerardo Cavaliere, Vice President Ruggero Fratarcangeli and Secretary Alfred Vacchiano. During this meeting the topic of membership dues and remittance date was discussed. After a unanimous vote it has been determined that NCRPC will require a written explanation from any member not submitting dues by the date already written into the By Laws, Jan 15th, and that failure to submit this statement to the board for review will result in membership termination effective February 28th of that same year.

NCRPC By Laws, Article III, Section 1, subsection (b) Continuing Membership

If membership dues cannot be submitted on or before January 15th for any reason NCRPC requires members to submit a written request for the board to review the situation and determine a course of action. Failure to submitted written explanation for lapse will result in NCRPC membership termination effective February 28th of that same year.
